The Bí Cineálta / Appendix 3 module helps authorised staff keep bullying-related reports, communications, supporting files and follow-up actions together.
Use current school procedures. The Department's Bí Cineálta procedures replaced the 2013 anti-bullying procedures from 1 September 2025. “Appendix 3” is the name of the recording template from the older procedures and may still appear in legacy screens or records.
Use this software alongside your school's current Bí Cineálta policy and the official Department guidance.
In this guide
1. Keep a clear report
Record what was reported or observed in factual, objective language. Include the incident details, people involved, actions taken and follow-up information required by your school's procedures.
The module supports creating, editing and managing reports so staff can maintain one organised record.
2. Add communications and supporting files
- Communication records: document relevant conversations with students, parents or guardians, and staff.
- Supporting files: attach relevant documents, files or video where appropriate.
- Checklist of Actions: use the checklist to track the actions completed before closing a report.
The checklist is a working aid. Completing it does not replace the school's required review, follow-up or other responsibilities.
3. Protect access to sensitive information
Access should be limited to authorised staff who need the information for their role. Follow the school's rules for recording, sharing and retaining sensitive information.
The module's access controls support this process. Using software does not, by itself, establish compliance with data-protection or school-policy requirements.
